Team Penguin is a team from Scan2Go which consists of ten penguins. They have a father who appears to support or even coaches them and is a mascot of an exhibition.
In Episode 3 they race against JET which teams up with lone racer Shiro to meet the requirement of five racers competing. They appear to be much better than JET but when Shiro takes over the last part of the race it turns out that they are cheating by changing the identical cars on half the way. They are last seen apologizing with their father.
